Rough seas were a fitting symbol for this week’s meeting of Group of 7 foreign ministers on the Italian island of Capri. Coast Guard ships that ferried V.I.P.s across the Gulf of Naples to the island on Wednesday swayed precariously, leaving the passengers reaching for their motion-sickness medicine — and, in some cases, their sick bags. Though no ministers from this elite international coalition, including Secretary of State Antony J. Blinken, were known to have lost their lunch, the global problems they confronted were enough to make even a seasoned diplomat queasy: the risk of war between Iran and Israel, the nightmare in Gaza and Ukraine’s uncertain fate. At the luxurious Grand Hotel Quisisana, Mr. Blinken came determined to project unity within a group that includes Britain, Canada, France, Germany, Italy, Japan, the United States and the European Union. First created to help stabilize the world economy, the G7 has grown more active and ambitious in recent years, seeking to shape geopolitics and to be “a steering committee for the world’s most advanced democracies,” as Mr. Blinken put it in a closing news conference on Friday.

☆ Global Stockpile of Cholera Vaccine Is Gone as Outbreaks Spread

Doses of cholera vaccine are being given to patients as fast as they are produced and the global stockpile has run completely dry, as deadly outbreaks of the disease continue to spread. This does not shock anyone in the field of emergency epidemic response because the vaccine stockpile has been precariously low for years. The surprise — the good news, which is in itself surprising since ‘cholera’ and ‘good news’ are rarely used together — is that three new vaccine makers are setting up production lines and joining the effort to replenish the stockpile. And a fourth company, the only one that currently makes the vaccine, which is given orally, has been working at a pace that experts describe as “heroic” to expand its production.

When the largest earthquake in Taiwan in half a century struck off its east coast, the buildings in the closest city, Hualien, swayed and rocked. As more than 300 aftershocks rocked the island over the next 24 hours to Thursday morning, the buildings shook again and again. One of them, the rounded, red brick Uranus Building, which leaned precariously after its first floors collapsed, was mostly drawing curious onlookers. The building is a reminder of how much Taiwan has prepared for disasters like the magnitude-7.4 earthquake that jolted the island on Wednesday. Of Taiwan, he added: “And most of these deaths, it seems, have come from rock slides and boulders, rather than building collapses.”

CNN —Twenty-four floors up a Manhattan high rise, the photographer Ahn Jun sat on her windowsill one crisp day in 2008, dangling her leg precariously outside over the city. In the self-portrait series, Ahn sat on roof corners and building ledges, sometimes showing her whole body perched on the edge; in others, just her legs and feet are visible above the straight vertical drop below. It wasn’t a sudden interest in thrill-seeking behavior, but a more conceptual idea that Ahn was chasing: the sense of the void. The first time she looked out over her apartment’s edge in Manhattan seemed to her to crystallize that feeling. SANTIAGO, Chile (AP) — Volunteers in central Chile tried to remove charred metal, broken glass and other debris Monday from neighborhoods devastated by wildfires over the past several days, as officials raised the death toll to 122. The fires appeared to have diminished by Monday morning after burning intensely since Friday on the eastern edge of the city of Viña del Mar. An additional 10 victims were added to the death toll on Monday afternoon, bringing it to 122, said Marisol Prado, the director of Chile’s Forensic Medical Service. Viña del Mar's Mayor Macarena Ripamonti said that at least 370 people have been reported missing in the city of about 300,000 residents. Hundreds of people affected by the fires returned to their homes on Monday to search through the debris.

The astronomical time, called Universal Time, or UT1, has tended to fall a few clicks behind the atomic one, called International Atomic Time, or TAI. So every few years since 1972, the two times have been synced by the insertion of leap seconds — pausing the atomic clocks briefly to let the astronomic one catch up.
